Using the still-fresh imagery of Harvey’s devastation, Houston Mayor Sylvester Turner maintained his push to have a coastal barrier built to protect his city from life-threatening storm surge.
Turner was joined by state officials, including Texas Land Commissioner George P. Bush, in presenting the second of a series of videos pitching the importance of a coastal spine that they say will protect the Houston area.
